Consulate and Embassy's
There are legal limits on to what the Australian Embassy can do to assist Australians overseas. If your passport has been lost or stolen, you are required by law to report the loss or theft. This should be done as soon as possible to your nearest Australian Embassy or Consulate or via the Australian Governments on-line service. You can report your passport as lost or stolen on-line.
Please note that passports reported as lost or stolen will be immediately and permanently cancelled. A cancelled passport must not be used for travel. So if you think you've lost your passport, cancel it, then find it again, don't use it!

Whilst the consulate is in Tallinn, it is important to remember it is not an embassy. Consulates can assist you with lost passports and general self-administration, but they cannot help you get out of a jam if you get yourself into one.
Sweden
If you do need an Australian Embassy, you have two options: the first, best and closest option is Stockholm, Sweden. The Australian Embassy in Sweden has non-resident accreditation to Estonia (includes visiting, reporting and consular responsibilities).
The following are some of the common notarial services that are provided by the Australian Embassy in Stockholm. Please note that fees apply for all notarial services.
* Witnessing signatures - including State and Commonwealth Statutory Declaration, drivers licence renewal and Notice of Intended Marriage (for marriage in Australia).
* Making and certifying copies of documents
* Issue of Certificate of No Impediment to Marriage (for marriage overseas).

The consular fees (in Swedish Kronor) are reviewed monthly and may be adjusted due to variations in exchange rate to the Australian dollar.

Your second option of Embassy is Berlin, Germany.
